E-BALLOT AND POSTAL BALLOT


IIS ASSOCIATION ELECTIONS 2010-11

Dear members,

(a) Please find enclosed E-Ballot Form which you should duly fill in and mail back to Returning Officer on iiselection@gmail.com by August 31, 2010. As counting will take place on September 01, 2010, ballots received after August 31, 2010 will not be counted.

(b) Members should send their email ballot from the email address as given against their name in the list of the members of the association hosted on IIS Association Blog. The ballot sent from any other address, will be treated as invalid.

(c) Members can also download the E-Ballot form from the association blog i.e. http://iisassociation.blogspot.com/2010/08/e-ballot.html

(d) Those who want to vote through postal ballot can download the postal ballot form from the association blog and send the same by post to the undersigned. Postal ballot should also reach the undersigned by August 31, 2010.

(e) Members who have not given their email ids and are now willing to vote through email should send their requests by email indicating their name, appointment, office address along with telephone number of office, residence and mobile. They will be allowed to vote through email only after confirmation of their request by the Returning Officer.

(f) Every vote received through email from the valid email address will be duly acknowledged.

Respected Returning Officer,

Your message on Association's blog was seen with interest today. following are my serious objections to your overall programme:

1. Members are required to submit their votes thru emails on a sheet containing their identity. This makes them vulnerable to open identification, and sends all claims of 'secrecy' to winds. My submission is that ballot should mandatorily be 'secret.'
2. This 'open' system of voting mat deter some voters et al,and may also result in dishonest voting.
3. Members are required to submit their votes from email IDs uploaded on the Association's blog only. Thereby meaning that votes cast from other IDs shall not be taken cognizance of. However all such IDs are not correctly uploaded. A case in point is my own ID - which was otherwise already available with the Association - but I do not know why and how my ID got changed! that too wrongly. Meaning thereby that (a) I am bereft of any communication from the Association, and (b) now under new diktat I will not be able to cast my vote. This will not only be a loss to me, but shall also kill the entire spirit of 'open elections.'
4. There is a serious ambiguity in selection symbols as uploaded on the blog. While the main letter says a voter has to put * mark against his choice of candidate, the ballot paper as such requires them to put an 'Y' mark. This is not only confusing, but is also designed to fail the entire programme!
5. The names of candidates have been shown in the list in a haphazard manner. There is no systematic approach. This is going to give unfair benefit to a particular group of candidates. The names should appear in alphabetic order, to be fair.
6. The ballot paper's print out comes out in a very small size, making it absolutely unreadable and incomprehensible.
7. The entire system of uploading things on the web is partisan, it is handeled by a person belonging to a particular group/panel. This is also against the spirit of secret elections. It should have been handeled by a neutral person/entity.

Sir, I may sound a little unreasonable but kindly appreciate the feelings of serious candidates. A lot is on stake - including your own repute. Please do not let this be hijacked by unscuplous elements.
