It is truly a long cherished dream come true. Shattered we are across the length and breadth of the nation, but now nothing should stop us from uniting for the common cause. To fight against injustice, non recognition and suppression. The saying goes that one who knows how will always have a job, but the one who know why? will be the boss. It's high the know how people start thinking why? as well. It is a great beginning. Rumors are around that some efforts are on at the ministry to recommend a higher scale for the 6500 scale. It would be nice if someone with information update all on the developments if any and what proposal is being attempted. Let's be democratic and transparent, we got not many victories to share in the past.
But in the future we shall certainly reap the fruits of our efforts.

Well, dear friends, some valuable information from reliable sources. It is really shocking that the hand that should have nurtured has chosen to strke heavily on us on our Cader review. "SHOCKING IT IS"

The initial proposal was to scrap the Grade-IV scale (5500) and give them 6500 and 8000 to Grade-III. (The comments on this were very unfavourably remarked on).

Now hope (that too very feeble) hinges on gettng 8000 after 4 years in 6500 for Grade-111. I know many of us won't be surprised if nothing comes through.

Some time back, the recruitment for Grade-IV has been handed over to the SSC from the UPSC.

The Key remains in our success to expose those who thwart our survival (better not to talk of progress in Group B)and reflect the true state of affairs at the concerned level.

1. Can anyone with a lawyer friend seek advice whether Group B has the right under RTI to call for remarks of media heads and the Ministry officials on Cadre Review, also of other concerned officials on promotion and stagnation in Group-B service.
2. Can any of us prepare a comparatitive report on the time taken for promotion and renumeration disparities with Group -A.

If we belong to the IIS, why not be treated equally at least for promotional opportunities. Do we have a case of unequal opportunites in the same service?

My friends,I retired from the service very recently, but the shocking injustice and pain my service career gave me hurts me even now.
I might sound a bit discouraging due to my experiences, my sympathies are with you. I also sincerly wish that something good happens in the Cadre Review.

With your latest comment, I think I have identified you. You have rightly said that somebody will have to shoulder this burden. But if someone comes forward, are others ready to accept him. I have studied your case. Any progress. Can we pick it up from where you left it? I have found many talkers among our fraternity, but no doers! Come on friends, there is really nothing to fear. Nobody can dare touch you if all are united. But united you must be, in true spirit!!!!

Dear friends,
If the cadre review and pay parity with SOs for Gr.B IIS not met very soon, I think it will demoralise the entire workforce by which the most of the media units are running. It is rightly said that the hands who had to nurture us are killing not only our future but thier own hands and legs. I am sure that these injustice will not stand in the court of law. I am still hopefull that the Ministry is working wisely on this issue, though the movement is very slow. It is the testing time for our long lasting patience. The People who are in Delhi should come forward and expedite the issues-.
Otherwise,ther is no option except filing cases in the court.

Wishing you all a very happy new year I wish to inform you that I have just heard about our pay grade been upgraded from 4200 to 4600. One of our colleagues, M&CO of PIB Varanasi has come to know of it. Is there any confirmation?
But why should settle on this one instead of 4800 as we are demanding? I think that we all should keep a tab on things as anomaly committee has already been constituted. There has been a long-pending anomaly in the pay scales of IIS Group B. The scales of Senior Grade of IIS Gr. B (Gazetted) as compared to that of Central Secretariat Services (CSS) (Gazetted) had been as under:

The essential qualifications and experience for selection in IIS as compared to CSS is shown in the following table:

The Sixth CPC lays emphasis on high professional skills and “delivery and end result”. By any measure professional Degree/PG Diploma holders are “the best persons available for holding specific posts”.

officers of Group B are unjustifiably placed in lower slot of Rs. 6500-10,500/- vis-a-vis the respective grade of CSS.

Ex-Cadre isolated posts such as Assistant Business Manager (ABM) in Publications Division and Assistant Marketing Executive (AME) and Assistant Production Manager (APM) in DAVP in the Ministry of I&B, have been upgraded to the scale of Rs. 7450-11,500/-.

JOB PROFILE OF IIS GROUP B OFFICERS

Group B officers of IIS are required to serve for varying terms in various media units of the Ministry like PIB, DD News, AIR News Service Division, DAVP, Directorate of Field Publicity etc. covering print and electronic media. A job profile requiring such a vast array of skills is rare in other services.

IIS officers right from Group B (Non Gazetted) in general and from Group B (Gazetted) in particular to JAG/NFSG levels, perform similar supervisory duties in all media units of the Ministry viz. News Editors, In charge of Talks, Newsreel etc. and Correspondents in AIR and DD News; Departmental Publicity Officers for various ministries in PIB; Campaign Officers in DAVP (which is presently handled by Director level officers also); Editors of books and journals in Publications Division etc. They are functional, administrative and financial heads of their respective regional units. The independent handling of specific jobs by IIS Group B officers at Senior Grade level and the responsibilities and accountabilities shouldered by them are at-least of the level of Under Secretary in other service though he/she has to go two notches up in hierarchy covering almost two decades to reach the Under Secretary level.

Further, IIS officers by their very nature of job as Editors/ News Editors/ Departmental Publicity Officers/ Campaign Officers/ Field Publicity Officers work as nodal officers or team leaders – visualizing, planning, strategizing the line of action and guiding their respective team members to achieve the target product (News Bulletin, Book, Publicity/Information material, Campaign etc.). Their teams include ABM, Production/ Technical/ Art/ Administration personnel of respective media units who are, placed above them in hierarchy, to take directions from IIS nodal leaders. The atmosphere is becoming more and more disharmonious as the team members belonging to other services are at higher pay scales than the IIS team leader. This has created unworkable situation, disharmony and lack of synergy affecting the end result adversely. Situation has come to such a point that Stenographer, PA, PS, Assistant, Hindi Translator attached to IIS Officer in-charge is a higher grade person than his/her nodal officer.

There are certain cadres like Senior Hindi Translator, upgraded to the scale of Rs 7450/-, but are non-Gazetted. This has created a bizarre situation against IIS Group B ‘Gazetted’ officers placed on a lower pay scale than the above-mentioned ‘Non-Gazetted’ officials.

While the administrative decision on the recommendations of the Sixth Pay Commission is pending, in the light of the above facts, it is humbly submitted that IIS Group B Senior Grade officers be given the pre-revised scale of Rs. 7500-12,000/- and automatic upgradation to Rs. 8000-13,500 after four years and consequently be eligible to be placed in the pay scale of Rs. 10.000- 15,000 after eight years of service through Departmental Promotion Committee (DPC) as is done in the case of CSS. This trend has precedence in various services under Central Government.

They also possess 3 years’ experience in the relevant field and enter the Service through UPSC. These officers are concerned with dissemination of information regarding Government activities, policies and programmes. They are posted in various media units of the Ministry of I&B, besides some organizations and departments of the Government of India.

There are two entry levels in the IIS:
i) Direct Recruitment through UPSC exam into Junior Grade of IIS Group A.
ii) Recruitment of professionally qualified candidates through UPSC exam into Group B of IIS.
The officers of Group B IIS are recruited with higher Essential Qualifications than Direct Recruits. The Essential Qualifications for entry level of Group B are:
i) University Degree,
ii) PG Diploma in Journalism/Mass Communication, and
iii) Proficiency in respective language.

However, for DRs, the Essential Qualification is a mere University Degree.

The supremacy of EQs of candidates with professional background over those of DRS was always sidelined by the cadre controlling authority. It is submitted that the IIS was restructured in 1989 by splitting the recruitment rules of this Service into separate RRs for Group A and Group B. A grave anomaly was created at that juncture by non-recognition of above mentioned superior EQs required from professional journalists. As a result, DR officers were given higher status than officers with field experience.

It might be pertinent to remind you that in recognition of their higher qualifications, historically - till the fourth central pay commission, the entry level officers of erstwhile Central Information Service (later renamed as Indian Information Service) were given a higher start of three increments in the then non-gazetted pay scale of Rs 425-750.

It appears this aspect has not been brought to the notice of the sixth CPC.

You are requested to kindly consider taking up the matter of restoring the pride and dignity of IIS Group B officers with professional background and help set right an historical injustice, likely to be aggravated by the recommendations of the sixth central pay commission.

GROSS ANOMALY IN THE PAY SCALES OF IIS GROUP B (SENIOR GRADE) OFFICERS VIS-À-VIS GROUP B OFFICERS OF RAILWAYS, CSS ETC. AFTER SIXTH CENTRAL PAY COMMISSION

The Sixth Pay Commission has recommended the upgradation of pay scales for all Group B services. As things stand today despite being the professionally qualified segment of the Government Media/Information Service, Group ‘B’ segment of IIS and having gazetted status are getting the pay scales and grade pay equivalent to Assistants and Excise Inspectors. Earlier, IIS Group B officers who discharge crucial and onerous media responsibilities used to get pay scales and allowances which were at par with similarly placed other Group ‘B Gazetted posts.
There has been historical parity in the pay scales of IIS Group B officers and other services, has now been disturbed. The disparity vis-à-vis the historical parity with one segment – for example, CSS is given in a tabular form below.

• Based on the recommendations of the 6th CPC, the Government has granted non-functional grade of Rs. 5400 in PB-3 instead of PB-2 to Group B Officers after 4 years of service. This benefit is allowed to Group B officers of the Railways, Accounts Services, CSS, CSSS and DANICS.

• Absolute pay parity between IIS Gr. B and SO Grade was thoroughly maintained by all previous CPCs. In fact, the Vth Pay Commission had recommended the scale of Rs. 6, 500-10, 500/- for IIS Group ‘B’, while the pay scale for CSS was Rs. 6, 500-9, 000/-. It is a legally accepted fact that the upper limit of a pay scale determines seniority-related issues. Disparity occurred only after selective upgradation of pay by a GOI Administrative Order and initial recommendation of the 6thCPC to give them a higher start in the comparable scale of Rs. 7500-13500/- and has thus created an anomaly.

• As per the Recruitment Rules (RRs) of IIS Group B (Senior Grade), an officer serving four years in this grade is eligible for promotion to IIS Group A (Junior Time Scale- Pre-revised Rs. 8000-13500/). In the above context, great injustice has been done to the officers of IIS Group B (Senior Grade) by denying them PB-3 after four years of regular service as given to Group B officers of the Services mentioned above.
IIS Group B officers have higher academic and professional qualifications than their counterparts in similar segments in other services. IIS officers of Group B segment have degree/ post graduate diploma in Journalism/ Mass Communication, in addition to at least three years of journalistic experience.
Moreover, since the financial year is drawing to a close and the pay arrears are yet to be paid, delay in sanctioning the enhanced pay and arrears will lead to further anomalies.

Immediately on submission of pay commission report in March 2008, former Information and Broadcasting Minister, Hon’ble Shri Priyaranjan Dasmunsi was kind enough to direct the Ministry to take up the matter with Ministry of Finance. Our representation in this regard was taken up by the Ministry of Information & Broadcasting for necessary follow-up action with the Ministry of Finance. It is learnt that the said file is still pending with Department of Expenditure, Ministry of Finance. However, even though more than four months have passed, other similarly placed Group ‘B’ services have enjoyed the upgraded pay scale, Grade pay and consequential allowances which are linked to Grade pay but Group ‘B’ Gazetted segment of IIS, have been granted grade pay and allowances equivalent to Assistant/Excise Inspectors and their subordinates.

This situation has not only lowered the status of IIS Group ‘B’ from Gazetted to non-Gazetted but also denied benfits of package announced for Group ‘B’ posts in Department of Post, Revenue etc. The irony is further aggravated by the fact that the Group B officers of IIS have not got promotions for the last 18-20 years. This career stagnation negates the promotional avenues granted by the Recruitment Rules.

The recommendations of the Sixth Pay Commission are general in nature and not specific to any particular service/cadre. The Gazette of India: Extraordinary, in its Resolution dated 29th August, 2008 also says that the recommendations of the Commission “shall be accepted as a package.” The same in paragraph 1 (x) e says – “Group B officers of Departments of Posts, Revenue, etc will be granted Grade Pay of Rs. 5400 in PB-2 on non-functional basis after 4 years of regular service in the grade pay of Rs. 4800 in PB-2.”

Therefore, Sir, the IIS Group B Association only wishes for a just and a fair interpretation and implementation of the Sixth Pay Commission’s recommendations. On behalf of IIS Group ‘B’ Association, I request your kind self to use your good offices to look into the case and get the needful done from Department of Expenditure.

The officers are recruited through competitive examination cum interview by UPSC in Junior Grade of Group B of IIS in the pay scale of Rs 5500-9000. The EQs in respect of these posts are much higher than those of many Central Service posts. It was in recognition of this fact that historically till the fourth central pay commission, the entry level officers of erstwhile Central Information Service (later renamed as Indian Information Service) were given a higher start of three increments in the then non-gazetted pay scale of Rs 425-750. Consequently, at the promotional level of Senior Grade of Group B of IIS the pay scale was Rs 650-1200.

Later, with the introduction of new recruitment rules of Indian Information Service in 1989, the pay scale of entry level officer of the Indian Information Service was brought to Rs 1400-2600, which was just down to equal to that of the Assistants in CSS. The pay scale offered to the promotional level of Senior Grade of Group B of IIS the pay scale was Rs 2000-3500. The fifth CPC maintained this structure and offered revised pay scales of Rs 5500-9000 and Rs 6500-10500 to these Grades respectively.

Now, the sixth CPC has turned the tables! While the Assistant level officials and the SO level officers of CSS have been offered upgraded pay scale of Rs 6500-10500 and Rs 7500-12000 respectively, the Group B officers of IIS have been left behind with the existing pay scales. That too despite them possessing higher educational and professional qualifications, several years of occupational experience and certified proficiency in respective languages! (Please refer recruitment rules of IIS).

Madam, you will appreciate that Senior Grade officers of the Indian Information Service Group B (gazetted) serve as nodal officers in discharge of their official duties, and are required to supervise the functioning of officials of several other central services like Assistants of CSS, Senior Translators of Official Languages Division, Stenographers and Personal Assistants, etc (all non-gazetted). However, with the implementation of the recommendations of sixth CPC, wherein these subordinate officials have been offered higher pay scales, chain of command will stand severed, adversely affecting due discharge of official duties.

Also, Senior Grade officers of IIS Group B under the Ministry of Information and Broadcasting have since long been placed on equal keel with entry level gazetted rank of the Central Secretariat Service. They were similarly placed in conjunction with some of the departmental officers of the Ministry of Information and Broadcasting, like Assistant Business Manager of Directorate of Publication Division, Assistant Production Manager of the Directorate of Advertising and Visual Publicity, Assistant Media Executive of the Directorate of Advertising and Visual Publicity, Lab Assistant of the Films Division, etc. All these were equally placed in the pay scale of Rs 6500-200-10500 (fifth pay commission).

Now under the recommendations of the sixth central pay commission, the Assistants of the Central Secretariat Service (non-gazetted) have been given upgraded pay scale of Rs 6500-200-10500, which was earlier given to their promotional level officers – Section Officers (gazetted). As a result, the promotional level officers – Section Officers (gazetted) of the Central Secretariat Service have been recommended higher pay scale of Rs 7500-12000.

This has put the IIS Group B officers in a very precarious position. The Group B officers of IIS remain in the earlier pay scales of Rs 6500-200-10500, while their earlier co-pay scale holders happily enjoy higher pay scales. This way, officers of Group B (gazetted) of this Service are much below their counterparts.

You are requested to kindly consider taking up the matter of restoring the pay parity of IIS Group B officers vis-à-vis earlier situation and help set right an injustice perpetrated by the recommendations of the sixth central pay commission.

Madam,

I have gone through the contents of the recommendations of 6th CPC available over the internet and am shocked to see that, if implemented in its original form, I stand relegated to a rank and pay scale equivalent to Assistant/Stenographer of CSS. This is truly unjustified, as I am a Gazetted Officer of the Government of India while Assts etc non-gazetted officials in government hierarchy.

The CPC has similarly recommended upgrading certain isolated ex-cadre posts in the Min. of I&B like Technical Asstt in DAVP, Asstt. Maintenance Engineer in the Films Division, Asstt Newsreel Officer in Films Division, etc to that of my present pay scale, ie. Rs. 6500-10500 (Fifth CPC scales)

Further, the 6th CPC has put me in a lower position vis-à-vis SOs of CSS, who till now were equal to me in rank and pay scale. The SOs have been placed in the higher pay scale of Rs 7500-12000. Similarly, pay scales of some ex-cadre departmental posts in Min of I&B like Asstt Media Executive of DAVP, Asstt Business Manager of DPD, Asstt Production Manager of DAVP, etc have also been upgraded to Rs 7450-11000 – again a level above my pay scale of Rs 6500-10500.

Madam, this has brought out a very peculiar situation for me. On one hand my status has been brought to non-gazetted level, on the other side this is likely to result in seriously hampering the official output.

I most humbly requested you to please take up this matter at an appropriate forum to again place me at equal pay level with SOs of CSS, so that a great anomaly may be averted in time.

Sub: Anomaly in respect of 6th pay commission.

Madam,

Most humbly I beg to submit that as per the recommendation of 6th Central Pay Commission, I am likely to be notionally demoted two steps from my present level.

Madam, I was recruited in Grade IV of IIS through UPSC in the year 1986. Considering my better qualifications etc, I was offered the starting basic pay of Rs. 470/-, which was three increments above the starting basic pay of Rs. 425/- offered to Assistants of CSS. Later, I was promoted to Grade III of IIS in 1992 and was placed in Gazetted rank of Government of India. I have now completed over 21 years of service in IIS.

You will appreciate Madam, that with advance increments at induction level and with one promotion to gazetted level, I stand two steps above a normal Assistant in CSS.

However, the 6th pay commission in its recommendations has offered the pay scale of 6500-10500 to Assistants of CSS while retaining me in the existing same scale. This way I stand relegated two steps, which is highly unjustifiable.

I request you to please look into the matter and restore
i) my supremacy over Assistants in CSS, and
ii)equality with SOs in CSS.

In Directorate of Field Publicity, the grade pay of Field Publicity Officer, Field Publicity Assistant and Driver is same ie., 4200. This is our position. I am in this position. We will fight it out.
